By-Laws

  1. Under no circumstances will these rules be altered or abused once ratified at AGM.
  2. Registration fee is $2800 per team plus a $200 deposit for any fines incurred during the season. Any money remaining at the end of the current season will be put toward your next season deposit unless a written request is submitted to the HSMSL Executive to have the deposit money returned. All money must be paid before start of the season’s third week, or the team who has not paid the money will be considered ineligible to play.
  3. An AGM meeting will be held each year prior to the current season starting. Attendance will give teams a $300 credit towards league fees. Attendance by telephone is acceptable.
  4. Maximum roster size is 22 players and it is taken from the game sheets handed in at every game. Any players over the 22-person limit will result in a charge of $20 per additional player for the team. This will be calculated at the end of the season and any monies owing will be taken out of the team’s deposit.
  5. Game rosters must be handed to referee with full name (first and last) and jersey number no exceptions. Referee must physically check off players at half time, game does not restart until this is done. If full list is not provided at halftime, team(s) not handing list in will be considered as forfeiting the game and their players will not be credited with a game played.
  6. Team(s) that hand in a full and proper list for a scheduled game will be credited with games played for their players even if the other team forfeits.
  7. A player may make only one switch to another team; this must be completed by December 1st, 2019. Any requests to change teams must be submitted in writing to the executive and approved before the player plays for the second team.
  8. Games start at designated time and date on schedule unless alternative arrangements have been made, approved by both teams involved, and the executive. Games may be postponed or rescheduled but not cancelled except by the executive. The two teams who have rescheduled a game are then responsible for providing the referee and field. Any proposed schedule changes must be completed no later than Friday at 8:00pm by informing the league executive.
  9. Teams will be given a 15-minute grace period to field a minimum of seven players to start the game. A team must start and end the game with a minimum of seven players.
  10. Any team unable to field seven players shall forfeit the game by (1-0) default. If both teams are unable to field seven players neither team shall gain points, the match shall be considered abandoned. Non-forfeiting team will hand in a roster of players present only; forfeiting team does not get to hand in a roster. This will count towards games played for the season and subsequent playoff eligibility.
  11. In order for a player to be eligible to play in the playoffs, they must have played 1/3 of the scheduled league games.

Note: A player may be exempt from this section in the case of injury or other mitigating factor(s) to be determined on a case by case scenario by the executive.

  1. Players may play where they choose in other leagues.
  2. Players who have been handed a suspension of any length from another league have a responsibility to report this to their HSMSL team representative who must then inform HSMSL Executive. Any suspensions from a league outside the HSMSL will be fully enforced by the HSMSL. Any team found to have played a player suspended from another league will forfeit all games involving the suspended player. Further sanctions and/or suspensions may result at the discretion of the executive.
  3. HSMSL does not play on long weekends unless it is needed to complete the schedule.
  4. Unlimited substitutions shall apply.
  5. Youth players must have turned 16 before playing, and parents/legal guardian must sign waiver.
  6. Discipline – All red cards are to be reviewed by the disciplinary committee and additional penalties may be added to the suspension at the discretion of the committee. Discipline is to be administered with the following as guidelines:

a) Team members (including coaches) using loud or abusive language in any context will be subject to yellow card or removal from the field. Referee are to talk to captains or coaches only.

b) Appeals of any cards must be emailed to the league executive no later than the 48 hours following the game in which the incident occurred.

c) Suspensions to be handed out ASAP to allow time for an appeal. The executive will do it’s best to have suspensions determined by Wednesday evening at 8:00 PM.

d) If an incident is referred to a disciplinary committee, the offending player will be given 48 hours notice to present evidence or statement(s) to be presented to the disciplinary committee.

e) All red cards will be referred to the disciplinary committee for review. Any evidence or statement(s) to be presented by the receiver of a red card, must be sent via email to the league within 48 hours following the game where a red card was received.

f) A suspended player in League play, except for players suspended by other leagues (see By-Law 12), will be allowed to play in League Cup games.

g) A suspended player in League Cup play, except for players suspended by other leagues (see By-Law 12), will be allowed to play in League games.

h) Accumulations of yellow cards in League play will not be carried over to Cup play and accumulation of yellow cards in Cup play will not be carried over to League play.

i) League suspensions (but not Cup suspensions) will apply to all playoff games.

j) Both League suspensions and Cup suspensions will be carried over from season to season.

k) A player receiving two yellow cards in a game, leading to a red card, will not have any yellow cards for accumulation purposes; they will be assessed a red card only.

All fines must be paid in full to the league before any player can resume playing after suspension. Final fine amounts determined by Disciplinary Committee.

Game suspensions will follow the game in which the card was given. Players that are sent off must leave the vicinity of the field; failure to do may result in further disciplinary action.

All decisions by the disciplinary committee are final; there are no appeals.

  1. Any team playing a suspended or ineligible player will default that game, be fined $50 and additional penalties may be added at the discretion of the executive.
  2. Each team is responsible for providing a ball suitable to be used as a “game ball”.
  3. If the referee abandons any game, the HSMSL Executive will decide the outcome.
  4. Any player, management or fan found to be abusing the officials or referees will be subject to suspension in accordance with the league guidelines. Every club is responsible to the HSMSL for the actions of its teams, players, officials and supporters and is to take all necessary precautions to prevent behaviour that may bring the game into disrepute.
  5. The standing of teams resigning or removed from the HSMSL before completion of the schedule will be expunged from the record as follows:

(a) If a resignation or removal occurs prior to the completion of the first round of the schedule, all results involving that team will be expunged from the league record.

(b) If a resignation or removal occurs prior to the completion of second round of schedule, only the second-round results will be expunged.

  1. Each player must have an easily identifiable number displayed on his jersey that corresponds with the number on the team list. The same number must not be allotted to more than one player in any game.
